He idea for Owl Scooters, an Athens-based scooter import business, was "born at the gas pump," said entrepreneur Jim Langlois, who with three partners launched the enterprise this summer.

"It's only a matter of time before gas prices approach ($4 a gallon again) and scooter sales are going to take off," said Langlois, who wants to develop the new enterprise slowly and carefully.

He envisioned Athens serving as the testing ground for the company's scooters, imported vehicles that Langlois and his team get made to their specifications.

The business gets its Owl brand scooters manufactured in China by a company that follows guidelines Langlois set out. The Owl brand scooters then are shipped partially assembled to Athens where they currently are sold through a single dealership, Top Dog Scooters on Baxter Street.

"We're really using Athens as a sort of test market to make sure the product meets our expectations and to find out how best to support the retailer with marketing support and other customer service," said Langlois who owns the business with his nephew, Charles Langlois, and two other partners.
